Transform

Transform is changing the business of government.
Our team helps US Federal, US State and Local government agencies improve performance, quality, efficiency, and delivery throughout their organizations.

Program and Project Management Services.

Program and project management is both a science and an art encompassing the understanding and manipulation of key constraints.  By combining an experienced program management staff with proven program management methodologies and tools, Transform has mastered the art of orchestrating the various facets of a program into an organized and controllable mechanism.  From inception to closure, Transform ensures that project deliverables are defined and achieved in a timely manner, risks and opportunities are recognized, and all committed resources, including time, resources and budgets, are properly allocated.

The building blocks to a successful program begin at the project level. Our team not only focuses on the four basic project constraints – time, resources, budget, and quality – but also on ensuring customer satisfaction for all deliverables and tasks, seamless project execution, and full transparency of investment and results.

Transform focuses on two key areas of Program and Project Management Services – (1) Enterprise Program and Project Management, and (2) PMO Services (Program Management Office).

Enterprise Program and Project Management

Transform delivers world-class processes, products and tools with experienced and certified Project and Program Managers.  We utilize highly-skilled, highly-trained technical Project and Program Managers in the areas of Continuous Improvement & Quality, Information Technology, Engineering, Finance, and Operations.  Our proven methods leverage client resources as subject matter experts and team members enabling lower engagement costs to our clients.

Specifically, Transform utilizes a flexible and iterative proprietary assessment methodology during most program and project management engagements to ensure success:

<<Rapid Capability Assessment (PROPRIETARY)>>

  • Step 1: Discovery – identify and introduce targeted functional areas, understand high-level Business Architecture and Functional Integrations, and develop client expectations for improvement;

  • Step 2: Ownership – identify project team, key stakeholders and change agents while assigning ownership for future process control;

  • Step 3: Definition – examine targeted technology process steps, dependencies, integrations and data, and develop an understanding of technology business requirements and the ability of the current systems to meet those requirements;

  • Step 4: Assessment – perform technology, process and organizational risk assessment, understand variances and causes, and develop conceptual design;

  • Step 5: Capability – establish goals for improvement through capability analysis, and detail the benefits associated with the improvements; and

  • Step 6: Improvement Design – develop strategy for improvement, understand variable inter-relationships and recommend tactical plan.

PMO Services (Program Management Office)

Transform's phased approach to PMO implementations includes developing the organizational structure, roles, responsibilities, processes, methodologies, and tools required for deployment, and subsequent operation of a PMO.

Our flexible, integrated method combines the principles of Change Management with the iterative development practices of SDLC and the data-driven methods of Statistical Process Improvement (Lean Six Sigma).  Our focus is always on managing scope, accelerating timelines, and driving financial payback and value.

Transform's phased approach includes:

  • Phase I: Development – planning and development of the PMO structure, tools, processes, and methodologies;

  • Phase II: Pilot/Launch – utilized to pilot the PMO in a sample environment, testing and validating the components of the PMO while soliciting feedback for PMO improvement; and

  • Phase III: Optimization – extends the PMO implementation throughout the organization.

Key Elements of PMO implementations include:

  • Methodology – the collection of rules, processes, and procedures that are resident within the organization, and the manner in which they are to be used;

  • Processes – a defined series of actions or steps that are required to achieve a particular outcome as it relates to the methodology;

  • Metrics – standards of measure for project performance that includes the data source(s) and the corresponding mathematical equation(s). Examples include measures of project budget, on-time delivery, resource utilization, and ROI;

  • Structure – the identification, relationship, roles, responsibilities, and qualifications for all resources necessary for the proper staffing and operation of the methodology;

  • Finance – establishing the components of the project portfolio including component definition, make-up, relative size, resource planning, and financial tracking/reporting.  Also includes the rules and standards (evaluation criteria) for project investment prioritization;

  • Communication – defined communication media, content, and audience for project status and updates;

  • Quality – internal process for the continuous evaluation, review, and improvement of the methodology;

  • Training – complete training curriculum for all aspects of project management; and

  • Knowledge Center – the repository to maintain all tools, documents, and lessons learned.
